Nothing any of those idiots said could be done.  The disclaimer is a classic CYA agreement.  I've seen worse from Microsoft.  The government can not listen in on your Skype calls or steal your cookies.  They can barely create a decent website.  They're giving themselves protection in case a hacker tries to abuse the system…because that WILL happen.

The NSA certifies COTS MS operating systems for tons of military applications.  They're not going to do that if they know there's a backdoor in it.
